In Centerra, McWhinney controlled Centerra Metro District collects a PIF which acts like a sales tax of 1.25% and McWhinney collects an RSF fee of 1%.
The city receives only 1.75% sales taxes in Centerra.
Roughly half of the sales taxes collected in Centerra are really going back to McWhinney instead of public uses by the city.

"When I got up to speak in a public session a few years ago about a development going up in our community, Don Overcash tried to tell me to "not repeat what everyone else has already said" as if I was about to waste his time. I told him, "I'm sorry if this is repetitive for you, but I'm representing many others here and so if you have to listen to it one more time, know that there are about 100 people who aren't speaking who feel the same way". He didn't do much more but grunt and let me read my letter, but I thought about how he almost made me step aside and I wonder how many others decided not to speak because of what he said. I mean, he's supposed to work FOR us, we're not HIS subjects. I don't think he gets that."
